Some of these documents are labeled "draft" because DCEO is finalizing a service policy and additional service changes / updated definitions are expected. Once DCEO issues the policy, The Partnership will finalize the services and definitions and conduct a training.

Summary of Changes
See below for a summaries of changes to the services with the newest changes first.
Youth Service Updates 1/21/2022: The following changes were made to Youth services based on updated guidance from DCEO. The updates are highlighted in green on the Youth Service List:
- Effective 1/21/2022:
- Service Code 411-Placed into Adult Secondary Education (ASE) was inactivated.
- Service Code 408-Alternative Secondary School / Dropout Recovery Services - please see updated definition & instructions. This service will put OSY who are enrolled in Alternative School into the MSG and Credential measures.
- Effective 2/1/2022: 413-Develop Individual Service Strategy (ISS) must be the first service for Youth.
Support Service Changes Effective 10/20/2021: All support services for Adults, Dislocated Workers, and Youth (including Youth in follow-up) are same day services. This means that support services must be opened and closed on the same day and have the same actual begin and actual end date.

Summary of Changes Effective July 1, 2021 for Youth:
487-SS-Cash Incentives/Stipends is being replaced by 467-Cash Incentives (Same Day Service). Based on clarification from DCEO, the new service code is not classified as a supportive service and does not include stipends (which are wages).
- For incentives provided on or after 7/1/2021, use the new 467 service code.
- The 487 code will remain available in Career Connect until 7/30/2021 for incentives provided before 7/1/2021.
- The changes are reflected in the updated Youth & Support Service definitions lists below.
Summary of Service Changes Effective April 2021
- Removed services are highlighted in red. If you have an open removed service for a participant, you will still be able to close it. If you have any issues, contact the Help Desk.

Work Based Learning (WBL) – new codes/service descriptions to distinguish paid vs. unpaid.

Training Paid by Non-WIOA Title I Funds: not an active service – will not keep participant off the 120-day exit list. It also requires staff to indicate the partner program. See the service definition for instructions.
- When applicable, OJT or Skills Upgrade flags are required for Pre-Apprenticeship and Apprenticeship services. See the definitions for instructions.

Split out support services for Tools/Equipment (190/493) and Uniforms (191/494); F20 and F21 for Youth Follow-up.
- Youth Job Readiness:

- 448: changing to “Short Term Prevocational Services (Job Readiness)”; not a same day service
- Adding 461: Employability Skills/Job Readiness Training (Youth WEX) which can count towards Paid Work Experience expenditures
